have org.freedesktop.Platform or some other package stuck in the Package Manager update GUI like I did on a recent manjaro KDE install on some old HTPC hardware. Try opening a terminal running
flatpak update
If it's anything like my issue the update probably contained an interactive prompt. Mine wanted to ask me some questions about if it was cool to make theme changes... great job just silently failing GUI package manager.
